Overview
As of July 29th, 2010, as promised on CyberCitizens' IRC channel (#CyberCitizens), the announcement creating the Atlantic Republican Agency is now on. I would like to take this moment to announce the official creation of the Atlantic Republican Agency, the newest and best political party made so far. We are based in the grand city of Rome although everyone is allowed to join provided it meets the requirement conditions set forth by the charter of the Atlantic Republican Agency. The party also has a company, called the Atlantic Republican Cooperation (Atlantic Republican Co. for short). Our forums are located at: http://s7.zetaboards.com/cc_ara/index/. The joining system is open although some Citizens will never ever be allowed membership. Feel free to move to the courtroom and join the party and move to the Roman Industrial Park and join the company. We also have an University, where anyone can come to teach any subject or sign up for a class on any subject - no limit. We also have some of the best guides in all of CyberCitizens. The Agency also has a mentorship and an audit program. There are dozens of positions in the government that need to be filled and are very high-ranking. Hope to see you there.

Preamble
This document defines the structure and function of the Atlantic Republican Agency’s political party and company only in CyberCitizens and is the governing document of the Atlantic Republican Agency. The Atlantic Republican Agency shall be based in Paris, but residents are encouraged to live anywhere in Solaris (Mexico City, Rome, Paris and Sydney).

Article One: Membership
Residents of Solaris cities (Mexico City, Rome, Sydney and Paris) will be permitted to join the Atlantic Republican Agency and be government officials provided they do not have an active arrest warrant against them or have been in jail in the past two (2) weeks. Residents who have an active arrest warrant against them may not be permitted membership onto the Atlantic Republican Agency, no matter the circumstances. Special waivers may be given to residents who have been in jail in the past two weeks with consent of the Chairperson. Residents of other Cities may join but may not hold elected offices. The Chairperson may expel a member with the approval of the Citywide Atlantic Republican Committee for any crime s/he deems fit.

Article Two: Separation
The Atlantic Republican Agency and Atlantic Republican Cooperation are two separate entities. However, the the Executive Branch of the government may pass legislation affecting both entities. The Atlantic Republican Agency is run by an elected government while Atlantic Republican Cooperation is run by appointed officials. Atlantic Republican Cooperation may pass legislature affecting itself while the Atlantic Republican Agency can pass legislation affecting both entities. Executive Orders do not affect both entities; only the entity of the author of the Executive Order.

Article Three: Government
The government of the Atlantic Republican Agency is elected while the government of Atlantic Republican Cooperated is appointed by the government of the Atlantic Republican Agency.

Section A: Executive Branch
I) The Mayoral candidate for the Atlantic Republican Agency for Mexico City, Rome, Sydney and Paris are elected by the membership. There can be a maximum of five (5) candidates running for the Mayoral position on behalf of the Atlantic Republican Agency in the party elections. In the case more than give (5) members run for the Mayoral candidate on the behalf of the Atlantic Republican Agency, there will be elections in which the members with the lowest amount of votes get dropped until the five members with the most votes remain. Once the member with the most votes is chosen and approved by the Atlantic Republican Campaign Committee, all members of the Atlantic Republican Agency must vote for the elected member.
II) The current Mayors of Mexico City, Rome, Paris and Sydney, in the case they are all members of the Atlantic Republican Agency, must come upon a decision to appoint a Chairperson of the Atlantic Republican Agency through unanimous agreement. In the case the Atlantic Republican Agency does not have at least one Mayor, the Chairperson will be elected by the membership with approval from the Citywide Atlantic Republican Committee. The Chairperson is responsible for the day-to-day operations of the political party. S/he also appoints the Citywide Atlantic Committee to advise him/her. The Chairperson may pass Executive Orders. See Article Four for more information on Executive Orders.
III) The Vice-Chairperson of the Atlantic Republican Agency is appointed by the Chairperson of the Atlantic Agency and advises and assists the Chairperson in all aspects of the political party. S/he is the second-in-command to the Chairperson and may complete certain tasks for the Chairperson. The Vice-Chairperson heads the National Atlantic Republican Committee and may pass Executive Orders. See Article Four for more information on Executive Orders.
IV) The Citywide Atlantic Committee of the Atlantic Republican Agency is made up of six (6) Secretaries, and any subordinates they choose to appoint in order to assist them in completing their duties. There will be a Secretary of Campaigns, responsible for assisting Mayoral nominees in running their campaigns, Secretary of Media, who runs the Atlantic Tribune and other forms of media in the Atlantic Agency, Secretary of Recruitment, who is responsible for coordinating recruitment efforts and recruiting members into the Atlantic Agency, a Secretary of State, who is responsible for creating diplomatic ties to other companies and political parties and a Secretary of Culture, who is tasked with running Atlantic festivities.

Section B: Committees
There will be four permanent committees with any other committees that the Chairperson and Vice-Chairperson wishes to.
I) The Atlantic Republican Campaign Committee is tasked with assisting the Mayoral nominee for the Atlantic Agency in running a successful campaign. The Secretary of Campaigns heads the Atlantic Campaign Committee.
II) The Atlantic Republican Recruitment Committee is responsible for recruiting Citizens into the Atlantic Agency and residents of other cities into Solaris Cities (Mexico City, Rome, Paris and Sydney). The Secretary of Recruitment will head the Atlantic Recruitment Committee.
III) The Atlantic Republican Culture Committee, also called the Atlantic Committee, is responsible for holding and running festivities for Solaris cities (Mexico City, Rome, Paris and Sydney) on behalf of the Atlantic Republican Agency and running the Atlantic Tribune among other media efforts of the Atlantic Republican Agency. The Secretary of Media and the Secretary of Culture will run the Atlantic Culture Committee side by side.
IV) The Atlantic Republican State Committee is responsible for creating diplomatic ties to other political parties, both in and out of Solaris, and companies.

Section C: Financial Branch
The Financial Branch of the Atlantic Republican government will govern Atlantic Republican Cooperation and work side-by-side with the Executive Branch of the Atlantic Republican Agency to run a successful company. There shall be five Chief Officers, one Employee of the Month and two Employees of the Week.
I) The Chief Executive Officer of Atlantic Republican Cooperation is appointed by the current Mayors of Solaris cities (Mexico City, Rome, Paris and Sydney) with unanimous consent. In the case the Atlantic Republican Agency does not have a Mayor in any Solaris cities (Mexico City, Rome, Paris and Sydney), the current Chairperson will appoint the Chief Executive Officer of the company with approval of 50% +1 of the employees of the company. The Chief Executive Officer can pass Executive Orders. See Article Four for an explanation of Executive Orders. The company will be based in Paris while other companies in other cities will be recommended to serve as the official company of the Atlantic Republican Agency for the time while the Atlantic Republican Cooperation saves the funds to open new branches in Solaris cities. Those companies do not governed by the government of the Atlantic Republican Agency.
II) The Assistant Chief Executive Officer of Atlantic Republican Cooperation is the assistant to the Chief Executive Officer and complete any tasks that the Chief Executive Officer needs assistance with. The Assistant Chief Executive Officer is appointed by the Chief Executive Officer. The Assistant Chief Executive Officer can pass Executive Orders. See Article Four for an explanation of Executive Orders.
III) The Chief Financial Officer of Atlantic Republican Cooperation handles all financial affairs, such as raises, for the Chief Executive Officer. S/he is appointed by the Chief Executive Officer.
IV) The Chief Intelligence Officer of Atlantic Republican Cooperation is responsible for assisting the Chief Executive Officer in gathering data about products, salaries, etc. S/he is appointed by the Chief Executive Officer.
V) The Chief Marketing Officer of Atlantic Republican Cooperation is tasked with advertising Atlantic Agency Inc. and getting more employees into Atlantic Agency Inc. S/he is appointed by the Chief Executive Officer.
VI) The Chief Executive Officer of Atlantic Republican Cooperation is also tasked with appointing one Employee of the Month with approval of the the rest of the Financial Branch of the Government. The Employee of the Month will be getting a temporary raise of $0.50 for the month. This is not applicable for residents of cities who do not have Atlantic Republican Cooperation branches.
VII) The Chief Executive Officer of Atlantic Republican Cooperation is also tasked with appointing two Employees of the Week with approval of the rest of the Financial Branch of the Government. The Employees of the Week will be getting a temporary raise of $0.50 for the week. This is not applicable for residents of cities who do not have Atlantic Republican Cooperation branches.

Article Four: Laws, Executive Orders and Amendments

Section A: Laws
I) Laws must be proposed by either the Chairperson or Vice-Chairperson. However, members may ask the Chairperson or the Vice-Chairperson to propose laws in their name.
II) Laws may be passed by a 2/3 majority from the Citywide Atlantic Committee.
III) Laws concerning only a Committee may be passed with a simple majority (50% +1) from said Committee or by a 2/3 majority from the Citywide Atlantic Committee..
IV) Voting period for laws is 48 hours.

Section B: Executive Orders
I) The Chairperson, Vice-Chairperson, Chief Executive Officer and the Assistant Chief Executive Officer may pass Executive Orders.
II) Executive Orders carry full power of the law.
III) The Chairperson and Vice-Chairperson may veto each other’s Executive Order within 24 hours of it being posted. If it is vetoed, it still has full effect for 24 hours after it is vetoed.
IV) The Chief Executive Officer and the Assistant Chief Executive Officer may veto each other’ Executive Order within 24 hours of it being posted. If it is vetoed, it still has full effect for 24 hours after it is vetoed.
V) The Chairperson may veto the Chief Executive Officer’s or the Assistant Chief Executive Officer’s Executive Order within 24 hours of it being posted. If it is vetoed, it still has full effect for 24 hours after it is vetoed.
VI) The Assistant Chairperson may veto the Assistant Chief Executive Officer’s Executive Order within 24 hours of it being posted. If it is voted, it still has full effect for 24 hours after it is vetoed.

Section C: Amendments
Any member may propose an amendment to the Charter. However, the Chairperson must agree to the amendment before it is voted upon by the membership. An amendment needs a 2/3 majority from the membership to pass.

Article Five: Elections
The Chairperson and the Mayoral nominee will be elected in the Atlantic Republican Agency in the case the Atlantic Agency does not have a Mayor in office in a Solaris city (Mexico City, Rome, Paris and Sydney).

Section A: Chair Elections
I) The Chairperson will be appointed by the Mayors of Solaris cities (Mexico City, Rome, Paris and Sydney) when the Atlantic Republican Agency has Mayors in those cities through unanimous consent.
II) In the case the Atlantic Republican Agency does not have a Mayor in any one of the Solaris cities (Mexico City, Rome, Paris and Sydney), the general membership of the Atlantic Republican Agency will elect the Chairperson.
III) There may a maximum of 10 candidates for Chairperson.
IV) In the case there are more than 10 candidates for Chairperson, there will be preliminary elections that will eliminate all but the top 10 highest candidates.
V) In order for a candidate to win an election, s/he must have 50% +1 of the votes.
VI) In the case no candidate has 50% +1 of the votes, elections will be held, dropping the candidate with the lowest amount of votes will be dropped. This process will continue until a member reaches 50% +1 of the votes. In the time being, the current Chairperson will continue acting as the Chairperson.

Section B: Mayoral Election
I) The Chairperson is ineligible to run for Mayor.
II) There may be no more than five (5) candidates for Mayor per Solaris city (Mexico City, Rome, Paris and Sydney).
III) In the case that there are more than five (5) candidates fro Mayor per Solaris city (Mexico City, Rome, Paris and Sydney), there will be elections in which all but the five (5) candidates with the most votes remain.
IV) In order to win an election, the candidate must have more than 50% of the votes.
V) In the case that a decision cannot be come upon before one week until votes close, the candidate with the most votes for each city will be announced the winner and all members of the Atlantic Republican Agency must vote for that candidate.
