 Well, I found out yesterday if I have 99.5 str and I activate 3 weights unnecessarily, I will go to 100%. When removed, I will drop to 100 str minus the combined value of those three weights. It seems that once you hit the 100% cap it removes strength from your citizen to make those weights hit it just evenly. Now I must keep all the weights activated to maintain 100% str, even though three of them netted a benefit of only .5% (note, the weights values totaled ~5.4). Now, since I sold the higher weight and then stole a weaker weight from an inactive, my str is 99.82 even though it was 99.5 before the addition of those three weights, two of which are still activated.
